Yes because Hxx and Ixx automatically rewrite the high period and reset the phase even though this is not necessary to start the sweep, only the hw. envelope and the length counter.
Also, the sweep is not quite the same for the two pulse channels.

An other way to get around this could be done by adding another type of vibrato to Famitracker using alternating up-down hardware sweeps. Crossing an 8-bit period boundary can be achieved without causing a phase reset click, if a sweep unit does it.

Your best option is to use the 5B because it's got the same sort of volume curve as the SN76489. Or you could make the right combinations of waves and volume for the N163 to get something similar to that. Hold on... how is there volume control on the 5B envelope?
I guess I'll have to tweak my other submission as well for hardware but at least I've got this ready (maybe I'll lower the square volumes more on it)
