Is there a name to when the speed is changed like this? I'd like to look more into this tracking method and its uses, but I don't even know what it goes by and therefore can't. Anyone know?

Rational tempo.

It is used to achieve tempos other than the ones designated by the speed values, while still maintaining the number of ticks per row. Changing the tempo slider in the tracker can lead to the program skipping ticks, causing issues with precise and delayed effects.

This is a table of common values from the wiki.

This.

Also, if you want integral tempo, you can just use speed 1, or even spam Gxx.

This is also true, in the sense that you are forced to do that for possibly many patterns in a build where such abstraction is not provided.

Storm, there's also a method called tempo swing, which is useful for jazz music.
