Question about exporting to NSF with different Hz levels.

Hey there!
I like to convert GBS files into NSF files using Famitracker and a GBS import tool (forgot who made it.)
I tried to import and then export Das Geheimnis der Happy Hippo once, and this brings me to the question at hand.
Exporting Happy Hippo was...successful, but the file itself had some problems. Every few seconds, the music would freeze for a bit, then continue, then freeze again. I looked at the .ftm file, and I found out why - the game's music plays at an abnormal speed of 64hz instead of the normal 60hz. (I manually adjusted the file's hz levels, didn't work still.) Is this a normal thing for all chipsets, or just N163? And why does it happen, or is it just a problem with the program I have?
