Vxx in VRC7 should change the patch

Vxx in chips like the 2a03, VRC6 and N163 change their respective duty cycle, pulse-width and waveform. The VRC7 has prebuilt patches, and if you don't use custom VRC7 patches then you're gonna waste 15 instruments just to get the preset patches going, so I suggest this: Vxx in VRC7 to change the patch.
V00 would change to the custom patch, while V01 to V0F would change to a preset patch. Using just 1 instrument to get all the 15 patches plus 1 custom not only is great efficiency, but is great for big VRC7 projects which has custom patches and things.

This actually was coded in 0.4.2 NSF export, and I would appreciate bringing it back.

This was actually introduced in version 0.3.7 along with the FDS effects, but it was not mentioned in the change log at all, and CMD_EFF_VRC7_PATCH was disabled since 0.4.3 for unknown reasons. The corresponding ASM code seems to remain intact in all NSF drivers (hence unused).
