"Ctrl+M to open module properties. Enable the VRC7 expansion. Then, move your cursor onto any FM Channel column. Now you can create an instrument. Be sure to first raise the Attack on the right side controls so you can at least hear a blank sine wave sound."

Actually, the default control for CTRL+M is "Paste and merge from Clipboard," which is useful for when you don't want to overwrite what you're pasting over with CTRL+V.

Module Properties can be accessed with CTRL+P, or just clicking Module>Module Properties in the menu at the top of the window.

I do not think the instrumentation of the Mega Man X series would be even remotely possible in VRC7, to say nothing of the limitation of the usage of custom patches.

I tried it in VRC7. It's close, but you're right, it's definitely not MMX.

N163 is possible, but the exact fidelity depends on how many instruments and channels you can spare.
